Can’t find the website – can’t find an entry for Moffatt – can’t find the citation?
I found an entry for Moffatt straight away on the London Gazette website
From these entries in the London Gazette it would seem that it was issued without a citation, along with all the others listed, probably “came up with the rations” at the end of his tour?

Have you tried going to the London Gazette website and looking for it yourself?
If not – according to Matons “Honour the Air Forces” you need to look for the London Gazette of 20 2 1945 page 1000 for Archibald McDougall Moffatt 152821 RAFVR
