Mystery instrument panel

Too cheap to resist on ebay. I’m thinking American civil twin (the gauges and cigarette lighter don’t look very military) but have googled till my eyes hurt with no success. The stain to the right has already been identified: Christmas goose fat. Any ideas on the panels?
