Any de Havilland propeller experts out there?

We’ve just taken delivery of some old Heron props and they have near the root (just outside of the hub) what appears to be a band or cuff attached to the blade. I assume this has something to do with prop de-icer boots. Does anyone know if these cuffs can be removed without scrapping the blades?

I have already dropped a line to CFS, just wondered if anyone here knew.
