Inidentified Part

Can anybody identify this part please?

Circular Inspection Stamp: – indistinct in part but could be ??AF 15?

So that you can get an idea of scale, the distance between the ends of the threaded arms is 3″ and the internal dimension of the roller bearings, one in each end is 1″.
