HP Victor…."Whats this bit for"

Watching a DVD of the mighty Victor and the start-up procedure is being described, The Chap speaking mentions just before main engine start the APP started, and this bit is shown…Im assuming this is an intake for the APP and if so what is the APP and what is its role on the aircraft….
