Where are these Mig sticks from?

I’m pretty sure these are front and back sticks from a Mig21U (sure enough to buy a model kit from Poland to go with them, anyway) but my knowledge of the cyrillic? alphabet has let me down on the inscriptions/unit. I’m not too sure on the flag either. Thought Czech but that is usually a roundle. The bases look like cut down canopy. Any ideas?
