Can anyone ID this old control surface?

It’s old – there is an inspectors stamp C5M and then maybe a 0 in an oval. One of the parts numbers is W2222-1.

It was found in the centre of London during a renovation in the last decade or so….

Guy Black says not Hawker biplane so that’s off the list!
