Civillian Awards 1941

Can anyone help please,

I am trying to trace the possibility of an medal issued to a civillian for his actions.

Local stories tell of:
A Mr Jobson (or might not be his name)
recieving an ward of some sort for his actions involed in trying to recue the pilot of Hurricane V6868 01 July 9141.

I have tried gazetting it etc but I have come to a loose end.

Local stories are similar to others ‘The wrong man got the medal’ etc.
It would be nice to find out if & who
