XV230 full report out

I have just downloaded the full government report on the terrible disaster on the 2/9/2006 concerning Nimrod MR2 XV230. It is on:
http://www.official-documents.gov.uk/document/hc0809/hc10/1025/1025.asp and is well worth reading.

I printed the report out yesterday and am about half way through it, i’ve had to re-read some of it just to make sure i understood how foolish some people had been. I shall post again once i’ve got to the end, probably next week! So far i think it is very well written and doff my hat to Mr H-C

I’ve just read the first many pages of the Report. Having been in Air Ministry/MoD both as a Civilian, and wearing RAF Uniform (both, at the same time, for 2 decades) I will read the rest of the Report but, regrettably, can forecast what conclusions (in detail) it comes up with. Mr Haddon-Cave will be lucky if he ever becomes a Judge. His Report has damned Politicians, the Sir Humphrey’s, and Military Officers, in MoD, and the employees in firms employed by MoD to sort out the Nimrod problem. This, I think you will agree, is making more enemies than any single QC should be reasonably expected to deal with. He is a brave man! He, and the Oxfordshire Coroner (for his resistance to sweeping some of the damning technical details ‘under the carpet’), must be publicly acclaimed for their diligence.
This, however, gets us no further forward. The policy of “Withdrawal From East Of Suez” was predicated by lack of cash – so be it. If the UK Govt (of whatever political colour, I emphasise) wants to be a big player on the international stage then it has to provide the money. This might be (dare I say it?) provided by disestablishing several thousand Outreach Management Co-Ordinators – or have I hit a nerve?

The 3 BAe staffers named were guilty of lying and cover up…I think there would be grounds for prosecution. I can’t see the goverment going for it as they are compicit, but maybe a class action on behalf of the familes would be possible.

This was discussed at great length in our office. A more damning report on MoD policy could not have been written. As an ex RAF bod and MoD civil servant, the failings that were identified were ones that every aircraft engineer had identified and why so many people have left.

The constant salami slicing of highly experienced manpower, the dilution of airworthiness policy and the impact of massive financial constraints has led to a dangerous situation that unfortunately only got raised in profile due to 14 untimely deaths.

Remember this when the next round of Civil Servant cuts is propsed and the Daily Mail tells you about the glut of them compared to servicemen (and women), the vast majority of CS that have been lost thus far and will be lost, will be those at the sharp end with the experience. In my time the number of beaurocrats has risen exponentially whilst the spanner monkeys has fallen. And it’s getting worse!
