Wouldnt it make more sense for there to be an enthusiast day where an airliner like an ATR is chartered so more than a handful of people could see the Vulcan in the air at close quarters .

I suggest two potential problems:

1) a crew in said regional airliner who “the Vulcan” would be happy to conduct a formation with (probably not too difficult).

2) an airline willing to let one of their fleet fly in formation with an ex-military jet (probably more significant!)!
