Not sure about the Hunters but the Typhoons I can answer, all the flying surfaces on the Typhoon go to a default position (central) on shut down, they are not locked or held in position by anything and can be moved by hand or wind.

On the pan gust locks are not normally fitted between flights so if there is a big gust of wind then you will end up with the rudder moving.
