I’d go down the US bail bonds route and have bounty hunters making sure criminals turn up in court and for any community scheme they are supposed to attend.
That would free up police time, employ a few people and make sure criminals are chased up and do what they are supposed to do.

I agree, the times I have had to attend Courts, where the criminal has failed to turn up, and a “Bench Warrant” has had to be issued for their arrest,Always seemed to co inside with my Rest Days.
