That’s a stupid thing to say, in my opinion. The missiles used in the Gulf War were not PAC-3’s, and as such weren’t designed to counter the SCUD threat.
The Scuds certainly had the easier job. A few just need to get through to count as a terror weapon, whereas to be considered effective by those on the ground in the firing zone the Patriot pretty much had to hit everything coming in.
The result was the old technology with plenty of combat use did its job and the new thing had a few minor bugs to iron out. No surprise really.
