A quick bit of googling reveals that cloud seeding was probably first achieved in the USA in 1946/7.

Yep. But those technology has never transfered to Thailand. Thailand is not the first country who invented this technology but I talk about the rainmaking technology that we invented by our own. Just like you say Ford invent Car and the Japanese say they invent Toyota. 😀
