Sounds like it’s certainly had some use, RR limits for Journal wear is around about 0.0015″ and same for ovality. There has certainly been some lapping going on if you have up to 0.004″ difference in journals. To determine if it’s airworthy will depend on journal condition, size, condition of webs, weights, internal condition, and a pretty rigorous and expensive NDT inspection. Recently bought a fairly rare Late Griffon crank for £600 which measured out within limits and was complete with sludge traps too. Was a fair price as will require a lot more time and money spent on seeing if it is airworthy. If yours requires a fair amout of rework, it’s probably best as a lamp stand!
