SER/AS = ???/Airspeed.

SER would have been a a sub-contractor to Airspeed but I’d need to look through my Horsa production notes to see if any match that code. Often it’s a sub-contractor to a sub-contractor.

DTD 83A is the paint specification.

EDIT – Yup, it’s a Horsa port or starboard elevator. Engineering sheet for 1945 lists tail unit components assembled with Caesin glue that need to replaced with Synthetic Resin glue. It gives a list of elevators in the range “SER/AS 161 – 170” so all things being equal – that’s what it is.
