I think you will find that this refers to a condition of any licence issued under the PMR which requires that the licence holder/recovery team do not make contact with next of kin of deceased aircrew in the event of the discovery of human remains during a recovery operation or that information relating to the supposed identity is not released to the press.
For obvious reasons, formal identification needs to first take place followed by contact with next of kin by the MOD/RAF.
It is a condition imposed to prevent obvious problems arising out of such unofficial contact being made ahead of the authorities.
