Nope: PrivatAir will be operating them for other carriers in business class configuration, just how they currently operate BBJs for Lufthansa and Gulf Air.
While the orderbook is steady at 138 planes plus 134 options (and 20+25 on LOI) the Testing proceeds and here’s an update:

The “Aircraft 0” static airframe was activated in late 2011 and has begun the 4800 hours tests in early 2012:

“Bombardier plans to conduct 4,800h of testing on CIASTA for the CSeries initial certification, running 20h per day, seven days per week. Four hours each day will be dedicated to maintenance and troubleshooting if necessary.”
In the meanwhile BBD has plans to test in the air the CSeries with 7 Flight Test Vehicles:

And the first 3 FTV are being built:
