Could be a Photoshop job, but the picture really had the CMF people in loggerheads.
The terrain, vegetation and atmosphere looks very mainland China, with tree trunks painted white. The two people look Asian, and wearing typical PLAAF blue coveralls, which we have all seen too many before. The terrain and vegetation rules out Vietnam, and the coveralls rule out North Korea.
The Fulcrum looks like an old Russian Fulcrum from the two numbers, with the PLAAF markings hastily painted on the tail. This could be a very good photoshop job or simply and maybe the easiest explanations is that a few old Fulcrums could have been given by the Russians to the Chinese as simple payment for loans, or perhaps for them to evaluate the plane for testing and possible purchase, which never was fulfilled since the PLAAF went to Sukhois instead.
The Fulcrum does not appear to be in flyable condition, and seems to be having some maintenance work done.
