Is anybody aware why the Aegis BMD system is distributed between Ticonderogas (3) and Burkes (15-yet-to-be-converted)? And why they didn’t just re-do the remaining 22(+4) Ticonderogas into BMD platforms?

Because of the eternal constraint – $. But there are tentative plans to field it across the fleet.
