Probably not aircraft, they made scientific and industrial instruments as well. Maybe hot water system.
The patents marked on the dial date from the 1920s and indicate that it should have had a capilliary which would explain why the pointer is stuck at the end. The eagle eyed will have also spotted 5ft which is probably the length of capilliary provided.
