Anyone have any idea about what this item is?

Hi there,

I came across this item the other day and wondered what it is exactly it was from? I know that half of it looks appears to be a clip used on the RAF K type Dinghy but i don’t recognise it ever having the hook piece on the end?
Is anyone able to shed any light on this?
