Anyone know where this image came from?

Anyone here know the origin of this air intercept?
The tailcode indicates its from the 148th fighter wing and it seems to mean buisness judging by its loadout. Is this another foolhardy pilot who got into the wrong place at the wrong time seeing as theres an armed aircraft on his wing?
