Are the C-5s really that worn out?

heres a link showing a us army cirp vehicles being loaded on a An-124 Condor .
Now this is a pretty normal sight but heres something to think about? Didn’t the realise they have C-5s they can easily call on? Or are thew C-5 really that much in disrepair?
