Aspect RCS

Whenever a manufacturer gives figures for radar detect ranges, the range for ‘rear hemisphere’ or tail on aspect is always around half that of the head on aspect. Does the RCS of a fighter vary so much? How can a fighter’s behind have so much lower RCS?
