I’ve heard all ground controlling frequencies combined on one, usually tower, during slow times. Clearance Delivery, Ground and Tower are all handled by the Tower controller on Tower Frequency. ATIS will ususally state to contact Tower for clearance or for ground movements as the other frequencies are closed.

Ive never heard of that frequency being closed only clearance delivery is closed late at night.Does it happen often and for what reasons ?

The frequency to contact ground on is closed. Normally means to contact the tower frequency directly.
