Basic Flight Training – In House

I was wondering, which major air forces still handle basic/primary flight training in house? What conditions have kept those air forces from outsourcing? Is it primarily a lack of suitable civilian organizations for the job, a desire to maintain the military feel and standards, or is it legitimately cheaper in some cases?
