Blue agressor horent seen at PDX

Hey everyone, I have followed this forum for quite some time, but this is my first post so hello!

I was checking out Portland International’s GA ramp last sunday and came across a lone F/A-18C hornet, totally slicked out, no unit makings what-so-ever, and a fresh blue/blue/grey/cream cammo scheme. This was not anything like what VFC-12 or NSFWS wears. The S/N was 163708, this jet belonged to VFA-97 in the last 4 years, which I know have a few jets in cammo. I also found the attached pic of a VFA-125 jet in the EXACT same awesome cammo scheme. So my questions are these:
1.) Where would a freshly painted jet, no unit markings, totaly slick (i mean no hardpoints even) be cross countrying to or coming from in the NW alone and why? Is there a depot maintence/paint/or upgrade unit at Boeing Field?

2.) Is there a rescource that you know about that I could check the S/N and see who it belongs to that is current?

Any help would be appreciated!
