You are a tiny North African nation that has is abundant in natural gas and other oddities and has been at odds with a neighboring country to whom you’ve fought 1 war with.

Your country currently had
3 squadrons F-8 Crusader
5 Squadrons F-5
2 Squadrons A-4

but has replaced it with

1 squadron F-14D
5 Squadrons F-5 modified by Elbit and can carry Derby
2 Squadrons of A-10
1 emergency squadron of F-4s that are usually not used but can be put into operation. These are F-4J’s and have not been upgraded yet.

While it is a very modest sized air force, a large portion of your pilots are volunteers (ex-pilots,veterens) and mercs who hail primarily from the USN, Denmark, and JSDF. You have at least 7 aces from the last war.

Your neighbor is 4x bigger than you with a much larger population. Although it’s over all GDP is higher than yours, it has a much lower per capita income and is competing with your country in order to market the same resouces to the world market. As a result of your nation’s success, your neighboring country has often launched raids in hopes of destroying your infrastructure and creating chaos.. but has no intention of taking over your territory, especially since the border area is the hottest desert in the world and would make any ground based invasion difficult. As such the enemy primarily relies on air strikes and naval based strikes to screw you up.

Since the last time. your A-4 pilots valiantly dived bomb and damaged their Kuznetsov Carrier.

However it is still operational. The enemy decided to turn the Kuznetsov into a mobile land carrier by modifying the frame to have large tracks. because of this, they have been launching air strikes from a moveable “air base” somewhere near the border.

Furthermore, the enemy has acquired a Kirov from an ex USSR state and has it as their flag ship and is believed to also have acquired a Typhoon and alot of FACs.

Also, it is believed that they somehow acquired an SR-71 that is being used for recon purposes and have been developing sattelite launch facilities that worry you.

They have also updated their airforce and retired all their MiG-21’s, it is believed that they now have
2 squadron Su-30MKK
10 squadron MiG-23MF
5 squadrons Harrier Gr.4
5 squadrons Sea Harrier
the latter two squadrons are used around the border and with the land carrier.

However most of their pilots are not as well trained or as experienced as yours and they have only produced 2 aces in the last war.

While your defense ministry believes your air force is generally well equipped.. it is not well tasked to counter the threat their navy produces.

Furthermore, you want the ability to disable their land carrier, destroy the SR-71 and to destroy any sattelite launch pad.

Your King has allocated another $6 billion that could be used for any armed service (air force, army, navy, etc) to find a way to deal with this threat.
You do not necessarily have to buy more or new airplanes.you can modify previous ones or add more capabilities, or use a ground based solution.
