I would discussing these sort of things.

Let’s say you’re the president of a medium sized country(something the size of lets say Romania), which has mountains, forests and access to sea etc. You start with 10 billion USD. You need everything from scratch. You need new combat aircraft, SAMs, transports, training aircraft(disclude missiles or bombs or whatever) or whatever to defend your Airspace with this limited budget and support your Ground Troops effectively, cost effectively. You should not look at to buy something like F-22s or B-2s or whatever. Maintenance, radars, communication etc weapons and pay are excluded, just the normal stuff.

Please do not take in any sort of political considerations.

My tactics would be offensive and defensive. Limit of Aircraft is about 180, dont go over.

Something like:

-At least 3 Squadrons(20 Aircraft each) of Military Aircraft. Something that has good enough range, can perform wider array of missions, such as strike, anti shipping, air to air/air defense, interception etc. Something like let’s say like the Mig-29SMT(about 25 billion/plane). Get about 50 Mig-29SMTs and about 10 Double Seaters to perform training.

-Pilots would get into EMB-314 Super Tucanos which would train pilots before taking off into the YAK-130 Jet Trainers. After this they would pass onto Mig-29 double seaters. About 10 Super Tucanos would be needed and about 20 YAK-130s would be needed.

-Close Air Support and Light Strike would also be performed by the training Yak-130s and mainly of at least 35 Super Tucanos armed with short range A2A missiles, anti tank missiles and other A2G ammunition for CAS, COIN and Light Strike

-Transport/Lift Fleet would be composed of light and heavier helicopters. Something like the newest Mi-38. Heavier lift would be done on some sort of medium lift STOL aircraft something like the An-70. At least 20 Mi-38s would be needed and at least 10 An-70s would be needed.

-Air Defense would be composed of the newest and the best long range S-400s, at least 4 systems would be needed to cover the country, with numerous launchers. You’d also need something like the Tor M1. At least 30 of those would be needed.

-Some UAVs, something like the Global Hawk for SEAD as well as intelligence gathering and recoinassance. I don’t know much about UAVs. At least 5 would be needed I guess.

-I know this would belong to the Navy but you could have a few NH90s for ASW and anti shipping supplemented by Mig-29s. I think about 10 would be good.

-At least 4 normal Airfields, would contain all the normal Aircraft except the multrole fighters.

-At least 3 heavily protected Airbases that would contain the multirole fighters, Mig-29s. These Airbases could be underground and have opening runaways or be in mountains and the Aircraft would be towed out and launched from camouflaged runaways.

-Any number of unprepared airfields for Super Tucanos to operate from with the Army.

-About 5 AWACS, something like the SAAB 340 AEW&C or EMB-145 AWACS, for air control, sea patrol etc.
