Building a small airforce

Imagine yourself in this situation:

You have been put in charge of forming an air arm for a small and quite poor african nation, from scratch. The main roles that you will be expected to perform are those of humanitarian aid distribution, limited counter insurgency and border policing.

You have a small budget, (I won’t limit you to a figure, but be realistic). And are looking to procure enough aircraft to cover a large area of land and sea. So what do you do??

Here is my personal plan:
Buy some second hand pucaras for the counter insurgency. Failing this (and the option my inner annorak strives for 😀 ) Buy some new build P51 mustangs or P47s :diablo:
If niether works out, get the cheapest armed turboprops avaliable.

As many Mi-8s as is affordable, with equipment for convert a few to the attack role.

Any old C-130A’s or Bs avaliable.

For border policing, use the Mi-8s
