Bush….again!!!!

On Newsnight there was stuff on Bush lossing one of his “right hand men” to become an “indenpendent”. What does this mean, its says he cant pass legislation, how come??(im British, so i dont understand your system properlly). Doews this stop him clamping down on miiteery spending??or the NMD (PLEASE dont turn this into a NMD thread im fed up with that crap!! 🙂 )So what does this mean guys??
