Can China do it?

China has plans to build an aircraft to counter the F-22 raptor by the name J-12 or XXJ.Speculative drawings suggest that it will be similar to the F-22 or JSF.Does China have the capability to design and undertake such a project considering their previous record in a/c design and manufacture:

J-4 – Mig 15
J-5 – Mig 19
J-6 – Mig 17
J-7/F-7 – Mig-21 copy
J-8 – Heavily based on the Mig-21 design yet again and at the end,not a very good a/c.
Q-5 – Heavily modified Mig-17 airframe but still the only a/c that looks “different”
FC-1 – Needed Russian/Paki/Western input in design,funding etc and far from alive
J-11 – Su-27
J-10 – Needed heavy Israeli,Russian input and assistance and is based on the Lavi/Eurofighter.

JH-7 – The ONLY one that really stands out.(Why does’nt Pakistan buy this and ditch the Fc-1,anyway,it’s not gonna be that much better)

At the end,the Chinese have designed only a single aircraft independantly.Who will help them with the J-12?
