Can F-15 be F-22 ??

Is it possible for F-15 to become as maneuverable as F-22 with leading edge flap and 2 D trust vectoring nozzle equipped engine ?
or
impossible because it was designed as a stable aircraft ?
is there a lot more needed than flap and engine things to become as agile as F-22 ?

I am sorry to ask such a stupid question as this
