China & Aircraft Carrier Varyag

It looks like China is finally going to get its hands on the former Soviet Aircraft Carrier “Varyag”! Does anyone really think that it is going to be turned into a Casino? I hear it has no engines or rudder but, could it be complete and returned to service or do they just want to dissect it? Also, I believe China has bought the rights to manufacture the Su-27K. (Su-33) Does anyone think that China has plans to complete the Varyag and equip it with Flankers and return it back to service soon?
