"Cometent" not Operational

Does anyone else see the unintentional humor in this part of a news account announcing HRH William of Wales will be spendinf 4 months at Cranwell laening to fly fixed wing and helicopters?

“We have adapted the course and we have cut out anything superfluous to his specific needs because we’re not teaching him to be an operational pilot, we’re teaching him to be a competent pilot,” said Squadron Leader Kevin Marsh, who is overseeing William’s attachment”.

Taking the squadron leader at his word, does that mean the standard course produces operational but incompetent pilots?:diablo:
