your country is a 600 mile long island that has recently proclaimed independance from a large power.

Because of the large oil deposits located offshore, the former large power has adopted rather aggressive policies to your country.

Despite this, countries such as China and japan have been begging for a piece of the oil for high prices.

your country was left with a population similar to size of Finland, an economy similar to Norway. The defence budget is 4% of your GDP, making it roughly $5-6 billion annually.

your mission is to make an air force with a 10 year procurement plan..

your threats: Russian presence across the straits nearby, mainly consisting of Su-24, Su-27, Tu-22 and MiG-31.

relatively freindly relations with Japan in the south, but there have been maritime issues over fishing boundaries and aerial incursions.

your policies: performance is at a higher priority than costs.. because the threat from above, Russian equipment is unlikely.. also due to the country in the south.. it would be hard to acquire western weapons and using it against a western country..thus a policy of adopting weapons from diffferent sources is preferred..

you will need an aircraft that is capable of challenging an Su-27 or an F-15J and an aircraft that is capable in the maritime role, and an aircraft that can be ready quickly to intercept bombers or enemy aircraft.. all this does not necessarily need to be handled by one aircraft.
