Cruise Missile Defense

Today more and more countries are starting to acquire stealthy(low RCS as well as IR), subsonic cruise missiles. Today all kinds of industrial sites, ammo depots, airfields, command posts, and many other important installations would be targeted by these cruise missiles.

So how do you exactly defend so many different targets across any country from so many missiles that would be fired on them?

There are a few ideas
1)a) A CIWS system (combinaiton of guns, missiles and a small radar) like the Kashtan-M, Phalanx or Goalkeeper or Tanguska mounted on a mobile light utility vehicle (like the Humvee for ex ) and deployed around any sites to protect them from cruise missile attacks.
b) A CIWS system of just missiles and a radar, like the Pantsir S1-O system c) A CIWS system of just missiles like MANPADS like Avenger, Mistral or Igla-S(which has been specially upgraded to target low IR signature targets like cruise missiles and UAVs) specially guided by an offboard radar like a ground one nearby on another light utility vehicle or AWACS.
2)An AWACS continously flying to provide surveillance of enemy aircraft movements as well as cruise missiles, and pass this targeting info of these cruise missiles to other platforms to destroy them. Other platforms could be fighters, trainers, or whatever.
3)High endurance UAVs with a radar continously flying around to provide targeting information of cruise missiles and pass them onto other platforms. This may be the best and cheapest option. They would pass this targeting information to fighters, trainers, SAMs, and whatever.
