ETOPS (Extended-range Twin-engine Operational Performance Standards) is the length of time that the aircraft is allowed to be in the air from an emergency or diversion airport. The maximum ETOPS at the minute is indeed 180 mins. ETOPS 180 covers 95 % of the Earth’s Surface.

180 mins ETOPS means that the aircraft in questions can only fly within 180 minutes flying time of it’s nearest diversion airport when flying over water e.g the atlantic.
ETOPS,stands for extended twin operations & each type has to be certified indiviually.
