Defensive equipment on Su-17M4 and Mig-27K

How good was it ? What tactics would a pilot of Su-17M4/Mig-27K adopt if he wants to survive against F-16/15 ?
I was thinking more in terms of ECM and defensive options like flare and chaff.
I vaguely remeber reading an article long time ago about how soviets planned to use ground based jamming radars and An-12 cubs as standoff jamming planes.And later use the Yak brewers and Tu-16s to sow chaff in spcific corridors and once they have been “sanitized” the strike planes will take these routes.What was not clear in this article was what kind of equipment was carried by the strike planes themselves to defend against enemy IR and SARH weapons
