Definition of INDIGENOUS.

I need to know the accepted worldwide norm for classifying a
defence product as INDIGENOUS. we have often seen confusion and
spite on this issue, time to nail it down.

Does it mean

(1) the overall product design and systems integration is local
but the parts could be sourced from anywhere local or foreign in
any ratio ?

(2) Does every major subsystem – cockpit avionics, engine, radar,
computers need to be DESIGNED and BUILT locally ?

(3) wrt (2) above, can these be DESIGNED locally but some parts
like say RAM memory or ASICS or a microwave antenna be
sourced from abroad ?

Secondly, when they say “product X is 70% indigenous” do they
mean

(1) 70% by weight
(2) 70% of the identifiable subsystems like engine, radar etc
(3) 70% at the nuts and bolts level counting down to parts that
cannot be further subdivided.
(4) 70% by cost

imo only the fUSSR aerospace products satisfied the condition
(2) of every nut bolt screw and radar designed and built locally.
US and EU products tend to source parts from each other and
certain stuff from far east (taiwan, japan, singapore electronics).
indian and chinese products have russian, israeli, local, EU or US
tech embedded and stuff like RAM memory from say Hynix or
Samsung korea!

examples:
* J-10, FC-1, F-2, T-50, Type98, Arjun and LCA fall under (1)
* Rafale, EF, F22, M1A2, Leo2, Chally2 come under (3) if we consider EADS to be a “nation”
* Su30, T80, T90, Tu160 and Mig31 come under the strictest sense (2)
