I just read the following article, and from checking other sources it all seems to be correct:

Now, maybe i have made a horrible mistake, but i don’t see much re-structuring of ANY of the armed forces. Massive cuts all round, no expansion in any supposedly key areas, just cuts down to the bone everywhere.
The worst part of it is that all the while whitehall lies to us, and carries on with a facade that all is well. The PM says he will give the armed forces all they need to do their job. Either he is a liar, criminally negligent, or delusional. I get the impression Mr Blair is all three. I honestly don’t believe any other party would do anything different, its depressing.

Perhaps the idea, is that they would call up any ex proffesional army soldiers, when needed. This would be the best way to resolve the problem, of having excess soldiers in army bases, with nothing to do. Thus saving the government money, to pay for other projects, such as the Olympic games fiasco.
