The article isn’t clear on who will own it when complete. It just states that the mess is part of the IWM.

If I remember correctly there is a very nice library in the Ante Room of the Officers Mess. I wonder where all the paintings and books have gone?

So a couple of weeks ago, they were going to close the library due to lack of funds, and now they are going to renovate the Officers Mess?
