E-Bay works on the principle of trust and accountability as far as it is possible in an electronic environment. Are you going to trust a seller or buyer who doesn’t pay his bill on time, the amount is irrelevant?

To be honest it may sound petty, but eBay make their money on millions of small transactions rather than a few large ones.
