The Society for Nautical Research’s (SNR) journal ‘ Mariner’s Mirror’ (vol 99:3, August 2013, 312-322) has an excellent article,by Jonathan Parkinson, on the above subject
It traces the conversion of a British merchant vessel, captured in the Russo-Japanese war as a prize, to the seaplane tender Wakamiya Maru. It also details the Japanese use of Naval aircraft in the operations against the German territory in Shandong; the attachment of IJN officers to the RN on Furious, Argus and Campania and the secondment of British personnel to the IJN post war.
