Eric Lock and Chief Whirling Thunder

Hi all,

Attached is a photograph of a letter and eagles feather sent to Eric Lock by Chief Whirling Thunder of the Indian Council Fire.

The letter implies that 11 of these Eagles feathers were sent to pilots in 1941.

Does anyone know who the other recipients were?
