F-16 v ultra light

Just read this article about the frustrations Norad pilots have when attempting to intercept drug runners flying ultralights

Now the f-16 is designed to be the ultimate dogfighter but it was designed to take on aircraft of similar speed and weight range . Far to much overkill for trying to stop what basically is a hanglider with an engine .
Why not use more appropriate aircraft for intercepting ultralights such as maybe Tucanos, or attack helicopters? At least a helo such as a blackhawk can land and arrest anyone trying to get away with the merchandise
