F-22 high altitude maneuverability

There is an article in the current Flight International about flight testing and on page 41 they quote Mr. James Brown, LMCO test pilot on the F-22:

“I had to perform a missile [AIM-120] shot at 40.000ft, M1.6 and 7g” and later “entering a split-S with full a/b at 53.000ft and M1.98”.

That is quite interesting I think! 7g at 40.000ft is very good. Or am I wrong here? Jets like F-15 or F-16 have a maneuverability akin to a jetliner at FL400. And doing a split-S at FL530 and M1.98 also sounds spectecular.
