F-4 vs. MiG-23

I have done this post before and got some good replies. I was going to see if I could get some more input on it. The F-4 and MiG-23 are similar airplanes in terms of performance. I think they are a good match up. What do you think. I think that the F-4 would win in the BVR, but the MiG-23 would have a slight advantage in the dogfight. What do you think?
