F-4E vs. MIG-23

I have just been in a copy-cat mood lately. Here is your scenario: F-4E with 4xAIM-120B (or AIM-7M) plus 4xAIM-9 (or IRIS-T or Python-3/4) and the 20-mm gun and its 640 rounds. Then, you have the MiG-23MLD with 2xAA-10C (or AA-12) and 2xAA-11 (or 4xAA-8), and its 23-mm gun with 200 rounds. I am talking about an upgraded F-4 with either AN/APG-76 (Israeli) or AN/APG-65GY (Germany, Greece) or AN/APG-66H (Japan). The MIG-23 also has a new Fazotron radar or just has its original High Lark upgraded. Which one will win it? (Pilots of same skill level)
